The answer to all this is our ublic (ordinary people of India) who pay for
all above.  When a minister moves, hundreds of his contingent move along -
who knows for what?  Or are they all required for the purpose???  Thousands
of crores are spent on a minister for his lodging, moving & transport
facilities-is it this tiny piece of concession that counts too much???

In order to bring equality of classes you have to give concessions to less
privileged classes to eliminate vast gap between privileged & unprivileged.
& this ultimately creates a cymetry closely knit from bottom to top where
bottom & top mostly look alike giving full-fledged nation in real sense.

So I feel concession are welcome here be for a blind, physically challenged
or senior citizens.  Coming to concession to a blind in particular, I
suppose it should be that not because he wants to remain an object of given
concessions for always but for many other reasons.  For example, my sighted
friend may reach his destination just on Rs.  10, I may required 20 more for
rickshaw etc. apart from ticket charges.  Similarly, for a smooth travel if
I arrange an escort, I should pay for him.  So how can you say you are
spending less than your normal sighted peers???  Now who will bear this
cost???  Yes, the involved agencies on public money as this is their
responsibilities too to do for poor, weaker sections and many others leaving
challenged people apart.
