the site is never completely secure, as secure means encrypting and decrypting, which takes some amount of computing. someone with slow computer or slower connection may experience lack of responsiveness during opening of a secure page. So websites selectively have secure or non secure pages, i.e. when you are entering your credit card details or entering your password on bank sites, you will have secure page, else non secure page is sufficient, that's why you get these dialogs even on secure sites.
