My observation is that this happens after the installation of some network
services and drivers. I was facing this problem on my new machine which had
the latest processor at that time. For some reason I had to format the disk
and reinstall windows. Due to some problem, not all network features could
be installed and ironically jaws was behaving perfectly like a gentleman,
running up within seconds.

I had purchased one laptop of HP for my college, I also faced the same 
problem. Jaws does not come up speaking until at five minutes and it is 
indeed very frustrating. And when it starts speaking also, the response is 
extremely slow. I discussed the matter with the service engineer, but he 
could not solve my problem. He would only say, "see the desktop has come", 
our machine is perfectly functioning. Kiran once said try changing display 
drivers, select a previous version, maybe, your problem woul be solved, but
