That is the hardware attached to the PC which works with screen reading
software like the jaws or window eyes. 

Jaws would start sending information to this refreshable braille display
along with sending it to the speech synthesiser.

As a result you can view labels of icons and the text of documents in
braille. You could have 20 or 40 sell line of braille. 

The cost of such a device starts from 70 to 80 thousand rupees.
