Hi Zujar
It seems he has come down to Mumbai in the middle of the academic year. 
Blind or not it is almost impossible to secure admission at this time.

He can do self study and he can write as a private candidate. This has to be 
done through any school.

Even for that I guess it is late to write exams in March. However, check on 
with any schools who can let  you know about the latest info in this matter.

Check with NAB's education dept.  for the study materials.
