Actually, This extra time facility in mot universal.
In D.U., "1/3rd time" as an extra time is being given to the blind students 
for a long time and "half our" as an extra time is given to general students 
in very special circumstances such as: if the such general student is unable 
to write by hand due to having any injury or other problem and specific 
circular has been issued by D.U in this regard which is applicable only in 
affiliated colleges with Delhi University.
