To add to my previous argument, I indeed had qualified for civil services in Maharashtra in 2002, purely on merit and without requiring reservation. However, other categories of disabled like hearing impaired did require reservation to be selected as they had secured marks well below the last candidate in general list. However, all the disabled selected including myself were put against seats reserved. In fact The identification of posts might have been necessary but not the reservation in my ccase. High courts have decided that a post has to be identified before it may be reserved. However, identification and reservation are two separate things, as in my case, as I said, identification may have been necessary but not the reservation and the benefit of reservation could have been given to a VI candidate who could not secure marks to be included in general list.
Now it is the situation according to comprehensive circular issued by DoPT. Logic ideology and politics of reservation in our country are hopelessly intricate.
