I agree with Dadu, In fact there is a pressing need to
address the issue.
A writ petition could always be filed in the Honorable
high Court to this
effect.
Persons with disability are the real sufferers while
booking ticket from
counters. They have to take along themselves some one
to help them in 
getting the ticket. Moreover, generally the counters
are inaccessible for 
the wheel chair users and the behavior
of clerks are also most of the time unfriendly. Most
of them think that they
are doing charity in providing  the consession tickets
to PWDs or the
money is going out of their pocket.
I Propose that like PAN card and voter Id. card PWDs
could also be issued an 
Id. card by the railways for concession purposes,
mentioning their 
percentage and
nature of disability and could always provide them
with special code and the 
card.
same code could be used by PWDs for booking their
ticket online.
There could be so many other modalities which could be
discussed on this
group and a writ to the nature of mandamus could be
filed in the High Court 
or Supreme Court.
