Hi, When jaws tells you that a document is empty, it usually means that the PDF is an image. You will need to use optical character recognition software to recognize the PDF and converted to text.
As regards the Microsoft reader, I believe it has limited self voicing capabilities. You will need to use those to read any file in that format. Alternatively, you may look for conversion software from the Microsoft reader format to a more accessible format.
