Hi, I think there are softwares to pull out images from pdf documents, though i have not used any of them. so dont think making pdf files for images would make them tamper proof.
One more softer security you can try is writing the creator's name or something like that in some part of the image. One finds such things in many pictures / desktip wallpapers downloadable from the net.
