Hi,
I think there are softwares to pull out images from pdf documents, though i 
have not used any of them. so dont think making pdf files for images would 
make them tamper proof.

One more softer security you can try is writing the creator's name or 
something like that in some part of the image. One finds such things in many 
pictures / desktip wallpapers downloadable from the net. Again anybody can 
edit it out by image editing softwares.

of course we can scan photographs by going to microsoft office
tools/document imaging. a dialog box will follow. which will guide you
through the rest of the process. as far as the modification is concerned, we
can open the file in adobe photoshop and modify it. for the security against
such modificiations, create a pdf file and secure it with a password for
modification.
