Hi, I have successfully used Microsoft Visio 2003 to create a flowchart. I use a Microsoft Excel spreadsheet from a sample application in the Microsoft Visio 2003 Software Development Kit which is a free download from the Microsoft Web site.
Though Microsoft Visio 2003 is not an officially supported application, you can indeed navigate amongst the various elements on a Visio drawing. A friend and I have also been working on ways to make this more accessible but, at this stage, things are extremely rudimentary.
