Few months back was some discussion on this subject. Friends I would like to inform you all that indeed there is reservation for PH/VH in promotions. I have a hard copy of an office memorandum No. 36035/7/95 Estt.(S.C.T.) issued by Department of Personnel and training, Ministry of Personnel, Public Grievances & Pensions, Government of India dated 18 February 1997. I don't know whether these are the latest instructions. The Memorandum is in hindi. I will soon get it scanned and uploaded on the web and the link will be informed to the lis. Some of the details contained in the memorandum are as under: 1) There shall be a total of 3% reservation for the Persons with disabilities in promotions. 2) A separate register of 100 points shall be maintained in which point number 33,67 and 100 shall be reserved for PWDs 3) Such reservation shall be applicable only to those grades and services where the element of direct recruitment does not exceed 75% 4) If the number of Persons with disabilities in the Normal Zone of consideration is not sufficient, then the zone of consideration may be increased to five times its normal size and PWDs falling within this extended zone shall be considered for promotion.
