Could you pls ask the followings:-
1.  Is there a common circular issue to all clerks working from reservation 
counters on guidelines of concession Ticket?
2.  Can railway devise  a system by which individual people with disability 
information can be maintained and concession ticket can be issued against 
their unique identity number.

Few suggestions are placed below for favourable consideration:

--Booking of concessional train tickets should be allowed through
Credit/Debit card either online or at the specified counters at Passengers
Reservation Centres, as such facility is quite opened for senior citizens.
Requisite medical certificate can be obtained from concerned commuters at
the time of checking of tickets while traveling.
--Concession may be allowed in special trains e.g. Rajdhani, Shatabdi, Garib
Rath & Janshatabdi trains, as the same is provided to other concession
ticket holders like senior citizens, ailing commuters, journalists and
prominent players.
