Theoretically speeking, publishers in the United States can make books available to the visually impaired users in accessible digital format under the condition that the original receipt is produced to the publisher as the proof of purchase. But it doesn't work for most of us even in America for the simple reason that we primarily rely up on library books and they are terribly expensive to own a personal copy.
