Dear Sandesh Law does lay down three percent reservation in all educational institutions without any exemption.
The colleges have no right to refuse, and are in fact obligated to provide reasonable accommodation like amanuensis etc. Do approach commissioner for persons with disabilities, and if they fail to act with reasonable swiftness, as is usually the case, approach HC. In my opinion, authorities like commissioners for persons with disabilities aught to come into action in such cases, where the remedy is not too technical/judicial in nature, and the time is of essence. However, I am not hopeful about the institution of CCPD or State commissioners, as currently, even e mail id posted on ccpd website is wrong, and even if mails are sent to the right id, they are seldom acknowledged, let alone taken cognizance of, and acted upon. the Less said about state commissioners, the better it is! I really wonder how these high officials manage to wile away days and months together without paying heed to their statutory responsibilities.
