Folks: I wish to draw your attention to a landmark development in Bangalore which I managed to report in the Tuesday (June 05) issue of Deccan Herald.
Ravindra, a VI person from one of the slums in Bangalore had filed request for information at the Karnataka Information Commission (KIC) that adjudicates the RTI requests and complaints. The person had complained that the state dept of disability welfare and senior citizens didn't provide him the details when he had requested then to give him the number of vacancies in all the state government depts.. The case came to the KIC last Monday when the information commissioner had ruled that the department must prepare a comprehensive handbook containing all the welfare schemes provided by the state govt. and a periodical bulletin with the number of vacancies in all the state government departments and how many of them have been filled. The department has to act within 60 days of the ruling. Another interesting aspect of this ruling is that the information commissioner not only rejected excuses provided by the department's PIO (Public Information Officer) that the application for the request was faulty and the medical certificate of the person asking for information was not to be found, he also told the department to compensate Ravindra for the money he had spent towards transportation to the department in search of the information and collect the amount from the concerned officials of the department, making them responsible for his ordeals. He also asked the department to file the organizational structure, job profiles of the officials, their salaries, and the fund allocated for the department and how much out of it has been spent for the blind welfare. This is mandatory under 4.1 (b) of the RTI act. The case offered me insights into how the RTI can help the disabled solve some of the problems with the government agencies who don't come forward to help them and do nothing to let legitimate welfare schemes reaching the PWD's. In fact, the hearing was attended by representatives of local NGO's who promote use of RTI among ordinary people. I would like to know if the RTI has been useful to PWD's and VI's in other states.
