dear friends, i need help on the following. a visually impaired student is being denied of university admission on the ground that 3percent quota will be implemented purely on department basis. since there are only 10 seats per each department, the university says it is impossible to reserve 3percent out of 10 seats. on the above basis, no department can offer admission for disabled students. can anyone clarify about what the law exactly says about reservation. should reservation be offered on a department basis or on the overall number of seats at the university. thanks for your information. with regards, rajasekhar hyderabad
