Madras HC asks bank to keep four posts vacant for the disabled

CHENNAI: A visually disabled woman argued a case pertaining to
reservation of posts for the disabled, and won a relief in Madras high
court, which has directed the Pandyan Grama Bank to keep four posts
vacant for disabled candidates.

 The bank, headquartered in Virudhunagar, issued an advertisement on
June 2, 2015 calling for applications for the posts of officers and
office assistants. However, it did not provide for the statutory
reservation of 3% of available vacancies for disabled persons at the
rate of 1% each for orthopaedic, visual and hearing impaired persons.

 The first bench comprising Chief Justice Sanjay Kishan Kaul and
Justice T S Sivagnanam, before which a PIL filed by All India
Confederation of The Blind Secretary M Muthuselvi and Sundaresan of
Tiruvannamalai district came up for hearing last week, directed the
authorities to keep one post of officer (grade-I) and Officer
(grade-II), and two posts of office assistants.

 "Counsel for the bank states that some posts have fallen vacant after
the advertisements were issued. We, thus, consider it appropriate to
direct four posts to be kept vacant and not filled until further
orders."

 MuthuSelvi, a secretary of the confederation, was the first one to
file the PIL questioning non-reservation of posts as per provisions of
the Persons With Disabilities (Equal Opportunities, Protection of
Rights and Full Participation) Act, 1995.
