hi u can go for any laptop. as u have not told us what u are going to do with a laptop I cant suggest any configurations. but the following are the answers for your questions. 1. yes windows 10 is accessable for vi if u use nvda. 2. blank os laptops or laptops with dos are cheaper but u need a windows licensed dvd if u want to install windows u will also have to use talking win pe to do this without sighted help. 3. as u have not suggested what u are going to do with your laptop I cant suggest however u should go for a minimum of 4gb ram. I like dell laptops in general as there technical support is the best. hower u can get laptops with same configuration a bit cheaper if u go to other makers like asus
