Disabled means that part or parts of the body is non functional example vision of the eye ranges accordingly the doctor prescribes the degree of blindness. Like wise the doctor has to certify whether the hand in question is functional or not he may be asked to perform few activities with the hand lifting writing strtching in different angles etc. He can certify whether he comes under the category of physical disabled.
