AMRAVATI: The lackadaisical attitude of the state government in implementing 
the 1985 Central Government Act for the rehabilitation of physically challenged
persons has resulted in around 40 lakh physically disabled in Maharashtra not 
getting benefits of the Act.

Highlighting this fact, Paratwada MLA Bachchu Kadu, who is well-known for his 
unique agitations, told TOI that he would tie one leg and enter the assembly
house walking on just one leg to attract the attention of the government 
towards the plight of the handicapped. "I will continue my agitation during the
winter session of the assembly and it will last till the government takes due 
cognisance," he said.

Even though the state government adopted the said act in 2001, red-tapism has 
seen that it remains in cold storage. When it could distribute 1,300 crore
to physically disabled under various heads, the state distributed only 350 
crore, he said.

Kadu said that the act includes rehabilitation, construction of roads and 
living places in such a way as would facilitate easy movements of handicapped,
3% aid to them from ZP, municipal corporation and municipal council, 3% 
reservation in markets build by ZP, municipal corporation and municipal 
councils,
3% reservation in gharkuls and as much reservation in government jobs.

"It's strange that no officer has yet been punished or penalized for 
dereliction of duty in this regard. Though 30 years have elapsed since the act 
came
into force, the plight of physically challenged has not improved," said Kadu, 
who held three meetings with former CM and two with the present CM in this
regard. "I even staged seven major stirs to attract the government's attention 
towards this issue but the bureaucracy and the government did not act,"
he said. "While on one hand this government claims to be nurturing the culture 
of helping the suffering, on the other, it arrests me and put me in jail
if whenever I raise my voice for them," he said. The state government has left 
in the lurch 40 lakh disabled in the state, he alleged.

Kadu said that the deaf and dumb cannot study beyond Std. VII as the successive 
governments have not evolved courses for further classes for them. I have
been agitating for last two years, but nothing has come about except 
assurances, he added. Kadu said that while in other states an honorarium of Rs. 
2000
is paid to the disabled, in Maharashtra only Rs. 600 is paid, which is 
inadequate enough to pay even the house tax. " This is the state of saint 
Tukaram
and with the blessings of Shivaji Maharaj the new government has come to power, 
but it is wielding sword to slice the disabled."
