Hi, I don't know why the problem is, but I also faced a similar problem a few weeks back for a month or so during the rainy season. When switched on the PC didn't boot, just the fan used to work. I used to leave the machine on and after 10 minutes or so the machine used to boot up. I had faced the same problem last year in the same season. Usually, when the machine was switched off for a long period of time, like 6 to 8 hours or more, this problem used to occur. If I would start my machine after a couple of hours or so after shutting it down, it used to start immediately or in a minute or so. It has now resolved on its own. So, I don't know why the problem, but you can try leaving it on for 10 to 15 minutes and see if it boots up.
