Varanasi: Chief commissioner for persons with disabilities Kamlesh
Kumar said that the new Persons with Disability Bill 2016 would be
tabled in the monsoon session of Parliament.

Kumar also informed that he has proposed May 17 and 18 as dates for
meeting the state commissioners for persons with disabilities to know
the problems being faced by them as well as physically challenged
persons in their states.

Talking to reporters on the concluding day of his three-day Varanasi
visit on Sunday, Kumar said that the Persons with Disability Act had
come into existence in 1995. Demand for inclusion of more issues
including other nature of disabilities increased in past three-four
years. In view of it, the Union government has decided to table a new
bill in February 2014. But, due to protest by NGOs, it was stalled.
Now, the government has taken suggestions from opposition after which
it is expected that the new bill will be tabled in Parliament in
coming monsoon session.

He said that presently, the benefits of government schemes are given
in seven categories of disabilities while in the proposed new bill, 18
categories of disabilities are defined while 19th has been left open
for exceptional cases. There is also recommendation for constituting a
commission for the persons with disabilities, he said adding, all the
states also have state commissioner for persons with disabilities
apart from having deputy commissioner.


He informed that since the formation of the position of chief
commissioner and designating judicial power to him, over 27,000 cases
of persons with disabilities had come to the court, of which 26,000
had been disposed of while 1,300 are pending. He said that the online
complaint facility had been launched to facilitate the physically
challenged people and two cases are being reported online per day on
an average.

Highlighting the programmes continued by the ministry of social
justice and empowerment like distribution of limbs and apparatuses by
holding camps, corrective surgeries and distribution of unique
identity cards, he said that government has also decided to introduce
the facility of corrective surgeries for leprosy afflicted people.

Kumar said that the current status of schools and institutes for
persons with disabilities are also being sought by him to know their
condition and requirements for running them properly. In this regard,
he said, institutions are also being asked to provide details of
salaries and payments being made to teachers and other staff.
