What I could infer, is: Say one establishment has notified 500 vacancies in grade c, b and A, with grade wise bifurcation of 150, 150 and 200 respectively, and only grade C and b are identified for PWD. In this situation, the establishment has to reserve 3% vacancies against overall 500 vacancies, that is, 15, and not only 9 since only grade C and B are identified for PWDs...
In this case, I suppose the establishment in the here mentioned case had only reserved seats for PWDs (in identified grade (C&B, hypothetically) only. To which the court said that reservation should be 3% of all vacancies whether identified or not, means 15. Hope I am clear!
