Bankers, This is a classic case of designing operational procedures which cause further delay which is over and above the normal delay caused due to blindness and thumb impression in availing banking facilities.
I had to make a demand draft from another branch of the HDFC, and they delayed this process by telling me that we don't know the process because of thumb impression, and after an hour when I asked them to give me in writing, they issued me the D.D. When I raised this concerned to the MD Desk, they replied by saying: "We wish to inform that in case of thumb impression as signature, the Bank has to be extra cautious and to safeguard customer's interest, the transaction is routed through the home branch only. However, to avoid any inconvenience to you, the Demand draft was issued to you from the Chembur branch after taking necessary concurrence. Hence, the delay." My questions: 1. When CBS shows you the photo, thumb impression in signature column, customer is present with the ID proof and other documents, what is this concurrence needed for? 2. I am sure there is nobody even in the home branch who would be authorised to give such an approval. 3. Given that the RBI and IBA circulars are applicable to the entire bank on a larger level, how do you tackle this problem? My further constraint is that they ultimately did not deny me what I asked for. But this has to be sorted on a larger level, with all banks. I have copied RBI Governor Desk, and they would ideally either forward this to Consumer Education Department (which is irrelevant) or to IBA which might not take any action on this type of process.
