I have been trying to figure out what is there in the bill. I looked at the
2014 bill in pdf, but that is not accessible. By accessible I mean the
sequence of text is not in the right order. 

For someone that could be considered accessible, but it is not as it
confuses at many places. For example various section titles are readable at
one place then you read section numbers where the section text is available.


Can anyone point me to the properly accessible copy?

It is interesting to read that the bill provides for making information
accessible, and many government offices would try to follow it, but I don't
know who would be the competent authority to validate it? there is a huge
learning curve to figure out all the nuances of properly accessible content.
