First of all she'll have to see whether that particular service was identified for totally blind candidate? If yes, there is no ground on which they have cancelled her allocation. However the recommendations made by UPSC are not binding upon the government, nevertheless they must give a reason in writing if they are departing from the recommendations made by the service commission, In all given conditions she has an option to go to the court and the decision will be in her favour.
