Dear Amiyoda Demat accounts are not under the purview of the RBi and Banks. 
You can buy securities like shares in a demat form and these are stored in
your demat account which is governed by SEBI and the 2 depositories are NSDL
and CDSL. There is a circular each from NSDL and CDSL for the VI. 
Banks may be depository participants of either NSDL or CDSL. I have a demat
account with Stock Holding Corporation of India which is also a depository
participant but not a bank.
Banks have to follow the NSDL or CDSL circulars with regard to the demat
account. The 2008 RBI circular wont apply.
Banks offer the convenience of triple accounts
1The regular account which is regulated by RBI and IBA circulars 
2. The Demat account which is regulated by NSDL  and CDSL circulars. 
3. Trading account -I am not aware if anyone has worked on this circular.
Most banks just conveniently forget about asking more questions after the
first 2 accounts are opened. 
Since I had got the NSDL, RBI and IBA circulars I thought I should work on
the Trading account but somehow  I didn't. Hoping someone else has done the
job. If not...

RBI issues its master circular every year and they do not mention in detail 
the facilities we have every master circular. A bank officer told a friend 
to find out something in the form of an order. These are all guidelines 
which the banks are not bound to follow perhaps. Please clarify.
