On winning rhythm, tabla boys conquer foreign shores.
GURGAON: There are six schools of tabla and maybe it's time to add a
seventh. For, yet again, the students of 'Brahmanaad' (Gurgaon's very
own tabla school) have excelled on foreign shores. Prashant Kapoor, a
visually-impaired tabla player, led the way with gold in the open
category, in the 6th Global Cultural Olympiad of Performing Arts
(COPA), which was held at the BCA Theatre in Colombo, Sri Lanka, from
December 20 to 24. Prashant was one of 10 boys and girls from
Brahmanaad who came back with medals. To top it all, their guru,
Sarthak Kumar, 36, was honoured for his wonderful contribution to the

Excluded from financial inclusion. Despite the Reserve Bank of India
(RBI) repeatedly issuing circulars to all scheduled commercial banks
across the country to provide banking facilities to customers with
disabilities at a par with non-disabled people, the majority of
disabled people continue to be inconvenienced by the banks. The
situation is especially grim in rural areas and post the
demonetisation announcement.

The hurdles for disabled people to access banking services are plenty.
Many disabled people, especially in rural India, find it difficult to
sign bank documents, and are denied ATM cards, cheque books and
Internet banking. The majority of commercial banks have archaic rules
in their statute books which debar people with disabilities from
opening independent accounts. Persons with disabilities are compelled
to produce witnesses every time they visit banks to make online
transactions through real-time gross settlement and national
electronic funds transfer.

School for visually impaired to start functioning in March in Srinagar
Srinagar, Jan 2 (UNI) A co-educational residential school for visually
impaired children will start functional in the summer capital,
Srinagar, from March 2017.
An official spokesperson here today said that Divisional Commissioner
Kashmir Baseer Ahmad Khan today convened a meeting to review the
progress with regard to the establishment of the school at Parimpora
in the city.
During the meeting, the Div Com said the Government had selected
rented accommodation comprising 35 rooms at Parimpora for a school for
visually impaired children

Kerala Federation of the Blind turns 50, Minister to launch financial
assistance scheme for self-employment projects
As the Kerala Federation of the Blind (KFB) enters its 50th year, its
members acknowledge that the plight of the visually impaired
population in the State has improved immensely over the last few
decades, although there is still a long way towards becoming a
visually impaired-friendly society.
In 1967, when the federation was founded, the visually impaired were a
neglected and stigmatised section of society, says Habeeb C., vice
president, KFB.
Employment opportunities were rare and education was restricted, with
special schools only having classes up to Class 7.
Further, there were no organised efforts to address their issues.
A sea change has come about since then, says Mr. Habeeb.

 TBI Blogs: Here’s How Hospitals Are Trying to Improve Accessibility
for Visually Impaired Patients.
India is taking great strides to provide accessibility to the disabled
in the country. However, the medical centre unfortunately seems to
have a lot of ground to cover. Anoushka Mathews takes a look at what
steps hospitals can take to ensure that their services and facilities
are offered to all on an equal footing. Most government hospitals in
Delhi, despite being spaces for diagnosis and recovery, are teeming
with lines, unending paper work, and tired patients. The wait is long
for those who do not have an uncle or cousin working at the hospital.
However, for those who are visually impaired, even basic access to
hospital services and facilities is possible only through dependence
or great strife.
Imagine being visually impaired and visiting the hospital alone. The
obstacle course begins even before entering the hospital. The only way
to locate the main gate is to rely on a helpful passerby. On arriving
at the main entrance, again, the only way to proceed further is to
depend on directions from a guard or a fellow patient. Many are not
trained to provide such assistance, and may provide instructions that
might not make much sense to a person who is blind or visually

World Braille Day: Who invented the reading and writing system and why?
Around 285 million people are estimated to be visually impaired
worldwide, with 39 million blind and millions more with low vision, as
well as two million people living with sight loss in the UK alone.
According to National Braille Week, around 150 million people use
braille – a code system of raised dots – as a form of literacy, as it
allows users to spell, use punctuation and format text on a page. The
inventor of braille, Louis Braille, was born on 4 January 1809 in the
town of Coupvray in northern France. Braille's father worked as the
village saddler and he spent his early years playing in the workshop.
When he was three, he was struck in the eye in an accident and despite
receiving medical treatment, the wound became infected, spreading to
the other eye. By the time he was five, he was blind in both eyes –
but the tragic accident would lead to the birth of braille. Source:

V.  Judgement:

AICB has won as many as three important judicial activism cases
involving a number of issues in addition to case of Mr. Jamalludin Vs.
Govt. of Rajasthan. Mr. Pratik Nikam approached AICB to carry forward
his case against Employees Provident Fund Commission for not providing
reservation to the blind and the low vision on the post of Assistant

 The Life Insurance Corporation of India was discriminating against
the blind in providing reservation to the blind on the post of
Assistant Administrative Officer. In a recent judgment, The High Court
upheld our contention and directed that the post of Assistant
Administrative Officer be open to reservation in LIC (which by
implication also means in other insurance companies) in future

 Allahabad University (a Central University) had advertised 293
