Dear Sudeshna,

The problem in having separate interface for disability is not just one.

From cost vs return, it is not viable. Second is that it leads to exclusion 
rather than inclusion. Third is that high possibilities exist that you will 
lose out on features. Look at Gmail standard view and basic HTML view for 
instance.

My advice always has been to follow universal design to the extent possible.
