On the 2nd of April, I had filed the following recommendations to the H'ble
Delhi HC regarding the accessibility of Indian currency notes and coins.

SUGGESTIONS FOR MAKING INDIAN CURRENCY NOTES AND COINS ACCESSIBLE FOR
VISUALLY IMPAIRED AND BLIND PEOPLE    

 

 

        I, George Abraham , Son of Late Shri MG Abraham, aged 59 years,
working as CEO, Score Foundation, New Delhi, and resident of E-62, Sector
21, Noida-201301, do hereby solemnly affirm and declare as under:-

 

1)     That the instant case comes under my charge for suggestions regarding
the mandatory changes in the different denomination currency note which are
currently in circulation as visually impaired persons are not able to
recognise different denomination currency notes and therefore, I am well
aware of the facts and circumstances of the instant case.

 

2)     That the instant suggestion has been drafted under my instructions,
which is based upon the material present on record. 

 




 

 

Suggestions 

 

1.  Different denominations of currency notes should have different sizes.
It could be a variation in width or length. For example, the higher the
denomination, the wider the note or vice versa. Alternatively, the length of
the notes should be distinctly varied, as it was in the older notes, which
varied by 10 mm. But the variations in width and length or either of them
should follow a logical sequence in denominations.

2.  Currency notes can be differentiated by distinct sizes and shapes.
Different notes could have curved or cut corners for visually impaired to
identify denominations easily. For example, Rs. 2000 could have a single
curved corner, Rs. 500 could have two curved corners and Rs. 50 could have
no curved corners. Similarly, Rs. 20 note could have one cut corner and Rs.
10 could have two cut corners. 

3.  For low vision or partially sighted people to easily identify different
currency denominations, the printed digits should be large and bold. Each
note should also have a distinct color with denominations printed in high
contrast. This makes it easier for low vision people to identify the notes. 

4.  Imperceptible bleed lines/ tactile markings introduced in the new
currency notes for visually impaired people are too light to feel, therefore
of no help in identifying the notes. Also different people have different
levels of sensitivity in their fingers, so just by feeling alone it's not
easy to identify notes. Therefore tactile markings aren't a real solution to
the problem.

5.  Further, the paper used for printing currency notes should have a
distinct texture so visually impaired people can touch and distinguish
between genuine and fake currency notes. 

6.  As regards coins, they too must have distinct shapes and sizes for
visually impaired people to easily identify. The new coins are almost of
same size and shape, unlike the old coins which were easy to differentiate
with varied shapes of 10, 20, 5, 50 paisa and so on. Even the thickness of
the coins could be a differentiating factor. For example, old 5 rupee coins
were double layered and thicker than a 1 rupee coin.

1.  The above matter was listed on 07.03.2018 and the Hon'ble Court directed

2.  Accordingly, the reply affidavit was prepared under my instructions and
sent to the respondents for approval. In the process the respondents
incurred some time and a delay of 19 days accrued in filing the reply
affidavit.

 

3.  That the present application is being made bonafide and in the interest
of justice.

In the aforesaid facts and circumstances of the case, it is most
respectfully prayed that this Hon'ble Court may be pleased to:-
