Court orders DU med colleges to admit 4 disabled aspirants

NEW DELHI: The Delhi high court on Wednesday asked University College of
Medical Science (UCMS) and Maulana Azad Medical College (MAMC) under Delhi
University to allow Mahesh Kumar, battling ‘haemophilia A’, and three
others pursue MBBS under the disability quota. TOI, on August 9, reported
how Kumar was told on the first day of his class that his admission had
been cancelled as he “was found to be ineligible by the medical board of
MAMC for admission under the ‘persons with disability’ category”. Kumar had
to face the ordeal despite Vardhman Mahavir Medical College and Safdarjung
Hospital, one of the four designated certification centres for admissions
to medical/dental courses under the all-India quota, certifying him as
“suffering from severe haemophilia A” and with 40-50% disability. He also
submitted a certificate issued by Army Hosiptal R&R Delhi Cantt, which
marked his disability at 70% and cited him as a case of ‘haemophilia A’
(severe) with inhibitor (substance that reduces activity of another
substance such as an enzyme) and arthropathy (inflammation of one or more
joints). According to the new Medical Council of India (MCI) guidelines
adopted by Directorate General of Health Services (DGHS), the eligibility
mark for blood disorder is more than 40% disability and the priority is to
be given to candidates with 61-80% disability. 9/1/2018 Court allows youth
with blood disorder, 3 others to pursue MBBS The other three students are
suffering from hearing impairment and dyslexia, and the MCI guideline
earlier deemed them ineligible. However, the Union health ministry quashed
the guideline last week, making them eligible. According to Kumar’s father,
Bhoop Singh Gurjar, a havildar with Indian Army, “MCI stated that the four
students should be given admissions under the disability quota. The court,
thereafter, ordered for the admission.” While Kumar and another student
will be admitted into MAMC, the others will go to UCMS. “I hope no disabled
students are harassed in future,” said Gurjar. “Apart from waste of time
and money, we had a harrowing time.”
