Hello! SQL Developer was found to be mostly accessible when I was in I-T sector few years back and I also got an opportunity to work in Toad for mysql platform. It was also mostly accessible. I don't remember the exact key commands but almost everything that I required to do that time seemed to have some key commands, except for a few things , for which I remember I used JAWS cursor. check if it helps.
