Disability certificates to be issued from 72 district, govt hospitals -

across the state will get disability certificates from not only government
hospitals but also from the district and subdistrict health hubs from
October 2. Besides, they will be issued Aadhaar-linked ID cards from the
facilities as announced by the Union government. Around 72 government
hospitals across the state at the district and taluka levels will be
authorized to issue the certificates. The disabled people need these
assessment certificates for availing of various government benefits. A
government resolution (GR) issued by the health department on September 14
stated that as suggested by the state disability commissionerate, the Rights
of Persons with Disabilities Bill, 2016, will be implemented in Maharashtra
with all its provisions. The bill The bill provides reservation in education
and employment to people with 21 disabilities, including two new added
features - learning disabilities and blood-related disorders. Till now, the
disability certificates were issued only at the district level. The
authorities have now extended it to the general and sub-district hospitals.
The GR advocates a medical board at each of these hospitals, with the head
of the institution as its president and members from various specialities of
medicines. The GR states that in the absence of the specialists, the members
can be appointed on a contract basis. At the district and general hospitals,
the civil surgeons of head the medical board. At the sub-district and rural
hospital level, the medical superintendent will head the board and will also
be the disability certificate issuing authority. At the main general civil
government hospitals, the college dean will head the board and the medical
superintendent will be member secretary "Commissioner (disability) Ruchesh
Jaivanshi has been pushing for decentralizing the assessment process to make
it easy for the disabled people to reach taluka-level hospitals and get the
certificates," deputy commissioner (disability) Nitin Dhage said. "Most
disabled persons had to travel from distant talukas to reach the government
hospitals. They will be relieved now as they can get the certificates at the
local level," Dhage said. Rafiq Khan, an activist from Prahar who has been
raising concerns over the "poor implementation" of the 3% reservation for
jobs for the disabled persons, welcomed the government's move. "Job
reservation was on paper, but it was not being implemented properly," he
said.
