Hi The circular is at least 30 years old. I don't have it presently, However, it is in their system. It is the same as that of cancer patients. If you tell them so on the counter, they will be able to relate it. Having said it. The real discount works out about 30% and the regular fares viz. x, y class are far cheaper than the concessional fare. It can only be of some use when one is travelling last minute. No one uses it really.
