You can only resize a picture proportionally. If it is 4000/3000 pixel, you
can make it 1000/750, and not 1000/800. In that case, you can resize it to
1066/800 and then take sighted help to crop part of the width.
Another word of caution, don't increase the size, the picture may get
distorted.
I am using this resize feature in ms office picture manager for years.

1. open the image using the paint programmed.
2. go to home tab.
3. enter on image submenu.
4. enter on re-size.
5. select the pixel radio button, and fill the information like the Hight
and the width.
6. save the image and try uploading the pic.
