Thanks for replying to my mail. 

I too feel that this is violation of equality, as visually impaired cant drive 
even modified car. Neither it's necessary that one travels in self owned car. 
Hence why shouldn’t visually impaired be eligible for this benefit?  

I know so many individuals in this group can throw light on this and together 
take an action to get it amended.
