Try pressing volume up and down keys together for at least 4/5 seconds. If
it does not work, you will require to check direct access under advance
setting of accessibility . Set volume up and down key as direct access to
turn on or off Talkback in your mobile device.

As the subject line indicates, I am unable to suspend talkback using
the volume keys thrice in quick succession in my Samsung galaxy A6+
mobile.
