Yes.
However, there is no bar on trying the offences in ordinary courts too.

For that matter, I think no penalty has been imposed so far in RPWD in India 
yet.

RPWD requires a separate court and no court has yet been stablished by 
government. WE SHOULD WAIT FOR NEXT 15-20 YEARS.

Rajdhar who had the document 47-year-old railway passenger says he was able
to get the document for Rs 5,000 to apply for concessions; alleged roles of
doctors being probed. Two passengers have been arrested for allegedly
forging a fake disability certificate to get concessions on train ticket
fares. The alleged roles of doctors and other agents who aided this
purported forgery are being investigated since the certificate bears the
signature of an orthopaedic surgeon from Thane Civil Hospital. After
receiving a tip-off that a ticket for travelscheduled on March 20 was booked
at Kalyan station’s reservation centre using a fake disability certificate,
the Railway Protection Force (RPF) deployed its personnel in the train and
caught Ashok Mahajan, 47, and his son Rajdhar Mahajan, 22.
Rajdhar allegedly had the forged certificate on him. During questioning,
Ashok, who runs a store in Ulhasnagar, said a regular customer, identified
only as Wadhwa, offered to procure a disability certificate for Rs 5,000,
saying that it would not only allow him to apply for concessions during
train journeys but also increased the odds of getting a reserved berth.
Ashok paid Wadhwa the money, who allegedly got in touch with those who could
forge such a certificate. He pocketed Rs 400 of the Rs 5,000; the rest went
to the other alleged agents. Ashok and Rajdhar have been booked under
Section 145 (nuisance/misbehaving with an inquiry officer) of the Railway
Act. The RPF has written to the Mumbai police, urging them to register an
offence under relevant sections of the IPC, said Ajit Mane, inspector of
Kalyan RPF post. Dr Kailash Pawar, civilsurgeon of Thane Civil Hospital,
said an orthopaedic surgeon cannot issue disability certificates.
“A panel of doctors examines the applicant, and the certificate is signed
off by the civilsurgeon of a hospital. We will look into this issue.”
