As Mahesh mentioned, the keystrokes do work at times without ALT being
pressed. I have noticed that the keystrokes don't work for Grammar
errors unless the focus moves to one of the button controls in the
pane. Besides that, sometimes the error is not spoken automatically.

Note that I use 2 different software combinations and find the same behaviour:

Laptop1:
Windows 10 (version 1809 , build 17763.475)
Office 2019 (Subscription Version 16.0.11601.20136)
JAWS 2019 (March release)

Laptop 2:
Windows 10 (version 1703)
Office 2016 Subscription Version
JAWS 2018 (Nov 2018 release)
