Dear Binni, I used NVDA to submit RTI request on this portal. The portal is largely accessible but there is captcha just before the final submission and there is no audio or other alternative of captcha.
Here is the detailed guide to submit Right to Information (RTI) request online: 1. The website of RTI portal is: https://www.rtionline.gov.in/ 2. on this website you can find all the relevant information for filing an online RTI request such as authorities available for filing online RTI, detailed instruction as to how to file an online RTI etc. 3. Please note that an online RTI request can only be filed against Central Government ministries, departments and authorities on this portal. 4. Once you opened the above provided link, you can go to “submit request” to file your RTI request or alternatively you can directly go to this link: https://www.rtionline.gov.in/guidelines.php?request 5. this page contains the guidelines to submit RTI request online. Once you have read all the guidelines, click “I have read the guidelines” check box and submit. 6. A new page will open on your screen. On this page, you are required to select the concerned ministry and department/authority against whom you wish to file RTI request. Here you are also require to provide your personal details i.e. name, gender, educational status etc.; contact details such as address(please note that you will get the response on the address provided by you during the online request submission. So please fill your address carefully), email, and phone/mobile number; and the text of your RTI request. Please note that question mark (?) is not allowed in the text of your request. 7. You can also upload any supporting document on this page, if necessary. The document should be in PDF format and it’s size should not exceed 1 MB. 8. After filling all the information, there is a captcha image which one is require to fil before finally submitting the form. There is no alternative of captcha image. 9. Once you done with the captcha and submitted the form. A new page will open where you are required to pay the necessary fee. You can pay the fee online using any of the methods provided on the page. Once you paid the required amount, you will get the confirmation on your registered number and email stating that your RTI request has been successfully filed with so and so authority and with so and so reference number. 10. Within 30 days after the submission of your RTI request, you will receive the reply on your address in hardcopy. 11. If you do not receive reply after 30 days of filing the request or you are not satisfied with the reply provided to you, you can register the first appeal on the portal before the competent authority.
