hi Harish,
Census 2021 will include disability. This was confirmed in the Data User Conference organized by Office of Registrar Genral of India, earlier 2019. however, please be informed, that this is a general population survey, thus disability specific questions such as disability certificate or access to assistive products will not be included. For this we need to look up the NSSO Disability Survey 2018. A summary of this data is available in the following link: http://friendsforinclusion.org/2019/11/26/nss-76-round/ For Census to be meaningful, It's important that each one of us make a point to identify ourselves as disabled in the census. Please keep our family members informed. Among several reasons for poor data on disability, is the fact that families don't declare disability. If you've any question on the Census or NSSO data, please reach out to me at +919535767654.
