Hi, Eclipse is fairly accessible, only that it is an open source software and not much cost is spent on its marketing like other ones. Doing Ctrl + Shift + L on Eclipse lists out all the shortcuts, and you can assign your own shortcuts as well from Preferences menu.
I have not used Debugger since I started using Screen readers but intelligence shortcut Ctrl + Space works really well, you can just press the hotkey combo and arrow down/up to listen for the options.
