He means that the processor i3, i5, i7, in these i7 > i5 > i3. You'll not get an i5 8 gen+ below 50k, better to go with i3 for this budget. Choosing the processor should depend on the intended usage. For normal usage i3 is enough. For very high end coding and gaming u should go for a better one.
I have also used an AMD processor for basic + java/python coding, it works well. Go through some resources available online and choose the processor accordingly.
