In my view, the issue is because of the existing gap between central government and states in understanding court's direction. What should happen is to force the center to clearly articulate it's position in providing free fastag for all the differently abled car owners. 2nd, government's position should clearly be downstreamed in to the local level and given the existing UDID for differently abled, it is not such an impossible task.
