Adding to Vaibhav point.

The IAAP exams are paid and there are subsidies for the candidates from the growing and developing countries. If you would like to get the certification for free, You may try for the G3ICT Dare scholarship in the next cycle which will probably open in the month of July and October where you will be provided with the CPACC exam fee, study materials and a year of IAAP membership if you have selected.

I received the scholarship last year and cleared the CPACC through this program.

No, none of the IAAP exams is free. They are available for a reduced fee for developing nations.
