Centre flayed for publishing draft policy on disabilities only in
Hindi and English

CHENNAI: The Union social justice and empowerment ministry has drawn
flak from activists and representatives of the forums of the disabled
people for publishing the draft on disability policy only in Hindi and
English languages.The act of publishing the policy draft only in two
languages is against the Rights of Persons with Disabilities Act 2016,
which says communication has to be in all accessible formats such as
sign language and braille, according to them.They have demanded that
the draft be published in Tamil and other regional languages to
facilitate the disabled people across the country to know the changes
in the policy.The ministry published the draft policy emphasising the
need for its revision. It pointed out that the existing policy was
framed in 2006. It sought suggestions from the community on or before
August 31.Registering his protest for publishing the draft policy in
only in two languages, founder-president of December 3 Movement
Deepaknathan took to social media and posted, “The RPWD Act 2016 says
communication has to be in all accessible formats. But then why is
disability policy not in accessible formats? Why only in English and
Hindi?” He tagged Prime Minister Narendra Modi’s official Twitter
handle and said, “Let the PMO walk the talk!”Member of the technical
committee of the differently abled department, Tamil Nadu, Govinda
Krishnan wondered: “When ballot papers are printed in braille script
in the National Institute of Visually Handicapped in Chennai to
encourage blind people to exercise their democratic rights, why cannot
the government publish the policy draft on such format?”“The
government should also come up with a policy draft on audio and sign
language formats for visually and hearing-impaired persons to
understand them. The authorities should know that there are many
differently abled in rural areas who were not educated and their views
should not be ignored when exercise to revise the policy is taken up,”
he said.
