‘Data on persons with disability under-reported’
Jaipur: Data of persons with disability is significantly
under-reported both in India and Rajasthan, said Isabella Bardem,
chief of UNICEF, Rajasthan.
“In India, persons with disability constitute nearly 2% of the total
population, of which one third are children. There are 1.5 million
persons with disability in Rajasthan out of which 0.4 million are
children, predominantly residing in rural areas,” said Bardem.
She was speaking at the opening ceremony of two-day state level
consultation workshop on the ‘Rights of Children with Disabilit’
organized by Directorate of Specially-abled Persons, Social Justice
and Empowerment Department in collaboration with UNICEF here on
Tuesday.
She said that as per Census 2011, 30% of the children (5-19 years) had
never attended school. “Even those who were enrolled hardly progressed
beyond the primary level of schooling leading to lower employment and
income. Data show that two-thirds of the children with disability may
not survive more than 40 years, moreover, girls with disability are at
risk of violence and abuse. Covid-19 pandemic has further contributed
towards compounding the deprivation and challenges faced by children
with disability,” added Bardem.
Speaking on the occasion, minister Tikaram Jully said the department
is reaching out to specially-abled people and children in various
talukas of the state under our programme ‘Disability Commissioner Apke
Dwar’.
“The department is organizing meetings at the grassroots level,
providing information to the disabled population and also linking them
with the government schemes,” said Uma Shankar Sharma, state
commissioner, directorate of specially-abled persons.
He also informed that the department has already organized meetings in
312 talukas .
