Any rules for the disabled to study physiotherapy? HC to council
Mumbai: Bombay high court (HC) on Wednesday sought to know from
Maharashtra State Occupational Therapy and Physiotherapy Council
(OTPC) if there are rules for admission to the physiotherapy course
for persons with disabilities (PWD).
Justices Sanjay Gangapurwala and S G Dige directed the council be made
party to a petition by Zill Jain who was certified by a medical board
with 40% visibility and ineligible for admission to the physiotherapy
course.

Recently HC, considering that the last date for online admission was
October 27, allowed Zill to fill the form and take part in the
admission process subject to further orders of the court.
Zill’s advocate Sumit Kate informed she was granted admission to Nair
Hospital. At the October 21 hearing too, the judges had asked if there
are admission rules for PWD to the physiotherapy course. Advocate for
National Medical Council said there is a 2002 special act related to
the OTPT course and under it there is a special committee which would
be able to redress Zill’sgrievance. Agreeing with him, the judges said
the council must be added as a party to get its response.

At a previous hearing, Zill’s advocates informed that her elder sister
with 75% disability (low vision) was given admission to course and has
now completed her post-graduation. They relied on a Bombay HC 2010
judgment where a 100% disabled blind candidate was allowed admission
to physiotherapy course. Therefore, Zill was granted interim relief
