Dear Access India community,

I am a new blind community member, having immigrated into India only a month 
ago from South Africa, my country of birth.
I now live in Vrindavana Mathura. I am trying to purchase a home, but require 
Aadhaar card for this. The problem is that when I approached the Aadhaar 
application agent at HDFC bank, she said she is unable to do it because my eyes 
which are unusual will not be read at the biometrics process. She also insists 
that for her to apply an exclusion she needs special authorization from the 
Indian Government which is not normally available on the agent interface for 
processing applications. Is this not discrimination against disabilities that 
the agent cannot process us without seeking a non-standard interface not 
readily available to them?

I struggle with Hindi and the agent cannot speak English well either so 
communication is such a challenge for me, and each time I have to tag a guide 
who speaks Hindi along, otherwise I cannot communicate. Each time I go she 
simply says sorry, cannot be done yet. It costs a lot of energy, money and time 
to get the help I need to navigate from my temporary living space to the bank 
each time just to ask, and always getting no indication how long this might 
take for this agent to get the permission she needs to process my non-standard 
exclusion for my Aadhaar card application.

I tried calling the call-center number that a family member gave to me, 1947, 
but the IVR says that number does not exist. I also Googled and found:

but nothing there was able to direct me to a high-level person to push this 
agent to do it at HDFC Bank.
We also visited another outlet, IndusInd bank, where they are supposed to do 
the application, but the agent there also cannot help – in his case he just 
says the biometrics will not read and there is nothing further he can do – 
that’s it!

Anyone might have some suggestion to move this quickly I will be very grateful. 
In the meantime I am held up in finding a fair home of my own to live in. I 
currently live in a run down place with no running sweet water for drinking or 
bathing, no hot water – you have to manually boil for bathing - and it is now a 
cold winter here.
